No it isnt. Concrete is not flexible enough and expensive to replace. Major roads get concrete with a couple layers of asphalt on top.

Fuck flexibility. Just put control joints in every so often and reinforce it with those diamond dowels that allow lateral slip but limit differential vertical movement.
Major roads have asphalt because it's cheap. If money wasn't an issue, it would have that shit layer on top of concrete and instead would be a nice finished concrete.

Had concrete slabs for 10 km heading out of town where I used to haul heavy shit. After about 3 months all trucks had to bypass the main highways because going over 30km/hr would launch the front end in the air and destroy what ever you were hauling.
