They generate a very low amount of jobs and most of those aren't scalable i.e. you don't need double the amount of workers to run a center that is twice as large. The money is a bribe to the government to let Google abuse the infrastructure (and might possibly increase your basic living costs). Germany is going to fade away once its legacy industries become obsolete (already happening).
