I've never heard of anyone being involuntarily committed for using drugs, except when they present a danger to themselves and/or others.Of course you can arrested and detained but that's not quite the same thing.
I think about this every day but there are too many junkies and the places would be overcrowded fast. I'm for wrangling all of them, which solves homelessness, and then euthanise them because very few can be rehabilitated. The ones with deep mental illness, they are either wards of the state or dangerous homeless, death is their solution.
