Positive updoots also reduce your post timer, negative updoots increase it (diminishing returns, cap at 20 seconds / 5 minutes). When the board is slow, reduce the updoot cost for thread creation (even making it go slightly negative when the board is super slow). Do the same for post timers as well. 4chan pass users get 25 updoots per day for free. Also penalize lurkers by displaying shock images, screamers, and random annoying noises if they post less than once per 3 days. Anyone who posts less than once per month has to watch 5 minutes of ads before accessing the site. To combat people changing their IPs, force all new IPs to watch 5 minutes of ads as well. If ads can't be found, just make them watch shock videos and then write a review on the video to prove they watched it (scored by ChatGPT).
