in the 00s, there was a certain amount of deviant antisocial behavior afforded to young people. this was effectively a kind of pathic implement to prevent any kind of widespread discontent that would lead to any form of a blanket solution. So, the authority simply let young people do what they wanted because really only a small number of young people would actually seek out this freedom. But then in the 2010s it was taken away.
