Justin Fields isn't taking over as the starter because Russell Wilson is going to get a fair shot no matter how well Fields plays because he's the veteran, and he hasn't been tested in a real game under the Steelers system. If he's worse, they'll pivot, if he's as good, but in a different way, they'll have multiple tools, and if he's better they'll have a well above average backup in Fields ready to go whenever they need him.
