Now City being in a rebuild might be a real complaint, but Arsenal was in a rebuild for years until recently so it's only natural that their cycles differ.
The other teams you mentioned haven't been real contenders for over a decade. The fact that United are being universally praised for their 3rd place performance while Arsenal was being clowned for 2nd, and now even while winning proves it.

To be fair Arsenal also played with a lot of new players this season. Let us take a look at the most played minutes at each of the "rebuilding" teams.

Arsenal had 4 players that joined the club this season in their most played 11.
Liverpool had 2 players
Man City had 3 players

To be fair to City they bought two players in January that played a lot in the spring but they didn't have the chance to break into that "most played 11". So they are somewhere between 3-5 new players.
