To be fair Arsenal also played with a lot of new players this season. Let us take a look at the most played minutes at each of the "rebuilding" teams.

Arsenal had 4 players that joined the club this season in their most played 11.
Liverpool had 2 players
Man City had 3 players

To be fair to City they bought two players in January that played a lot in the spring but they didn't have the chance to break into that "most played 11". So they are somewhere between 3-5 new players.

Which makes the point that Arsenal managed to win the title while being in a rebuilding phase. Which is pretty impressive. It could also mean that the league is the weakest ever when a team being in rebuilding phase can win it.

The entire league was a free for all other than the top 2 and bottom 2.
