Can someone explain me the Necromon BT23 timing it said When another digimon attacks, so when does the effect trigger as he is declaring the attack or similar to the ace and i have to wait for him to resolve his when attacking effects?

Timing is the same, it it's your turn, you have turn priority so you activate it when your Digimon's When Attacking effects happen, opponent's turn you activate it after their When Attacking but before counter (blast) timing

If TSR didn't sell off their assets to Wizards of the Coast, /tg/ would be a very different place today.
