Oh it's even better than that. You CAN just rip a part off a monster and stick/swap it onto another (and it's cheaper to do that cause then you do already have that part on hand)... But the system's entire point is how MODULAR it is.

Every single ability of every single part of every single monster can be modified, the blocks can be rearranged, added or subtracted to, and combined in all manners of ways to make funky flavorful abilities, and the kicker is, it would be expected of the dm to do so if they want to make homebrewed monsters...

But it's allowed for and expected from the players to also do this as they improve their little guys or create new ones wholesale. It's fuckin amazing.

It's not stated anywhere that it can expand so probably not, just pick the largest area option then. Upgraded temporal manipulation does say you can give it to anybody you choose so there is no limits. The same way other enchantments apply to everyone too.

I take zero issue with it, as long as we have worked out if/how it causes any complications. Since I communicate with my players, I don't have to worry about someone just walking up to my table with a character I don't know how to accommodate when the game starts.

I have run games and played in games where characters were physically disabled or debilitated in some fashion. Sometimes, that's just a thing that people are, so why not your fantasy characters sometimes?

I'd argue they really dropped the ball by not making a second generation of protomechs more prevalent in the Jihad and Republic Eras.
Fluff wise Protos make sense to me, being a desperation move on Smoke Jaguars part where they greenlit and sped through their scientist caste's idea of smaller, cheaper mechs. The First Gen are shitty and full of problems, with the way they basically melt your brain turning off Spheroid factions almost entirely.
Then we see the WoB, who are zealous and many of them willingly offering their lives for Blake's vision, take Protos further.

But in the post Jihad Age, where Mechs were increasingly rare as they were getting collected and destroyed for the sake of 'keeping the peace' tech like BAs and Protos, which are smaller and cheaper than full on Battlemechs, should have taken a more prominent role in shadow wars and the grey market imo.
Probably have the Great Houses mothball their Mech industries for a rainy day, but research and fix the flaws for much smaller Protomechs to still have flexible forces for national interests. Trade the constant warfare of the Succession Wars for much more low-key, off the record skirmishes that don't disrupt the needed peace but make the states seems less braindead during the Republic Era.

Then once Dark age hits, the Great Houses ramp up Proto production and toss out modded Indomechs for further force projection while trying to get their proper Battlemech production back up and running as fast as possible.
That why Battlemechs retake their place as the center of BT's wars, but Protos are still around and common enough for a cheaper, if much less effective, alternative.

On the question of biology, I wanted to insist that natural mutation is incredibly slow and wouldn't give you any creative species even in a million of years.
You are more likely to have a species of psychic hippy if they are the descendant of isolated scientists who, desperate for post-collapse survival, made themselves able to work with the local psychic-hippy animals.

The more times you give also imply more chance for anyone to still hit a technological breakthrough that ruing everything.
So for growth, I think you are better NOT WAITING until "every system is packed to capacity" but instead have a massive colonial wave of 90% poorly prepared settled, and having the first collapse shortly after.
So you actually have gradual percentages of systems that are
- wealhty and powerful
- average and needing alliance
- became primitive

A minor bit of cosmic horror I want to keep is that humans aren't destined to "win" at the end of history. The world has been promised to other species. We are going to die out, and then greater species will continue to rule the world just like they did from long before we existed.

Some of them don't even know we exist, and some don't care. We're pretty much some uncontacted tribe that only gets to live because greater powers allow it.

And even though we do survive quite a lot, it's never due to our own efforts. Every time some alien species invades Earth, all our brilliant technology is swept aside and the indomitable human spirit is fully dominated.

And then some nonhuman power comes and saves us after we've given up hope.

Yes, it's meant to be uncomfortable.
