It could be run using paramilitaries like redemptionists or frateris militias as the bulk of the Ministorum's power, probably with a much smaller core of politically reliable and better equipped 'elite' troops like crusader houses to keep the much larger militia in check. Think along the lines of Middle Eastern Ba'athist states.

Probably not post-Age of Apostacy compliant, but I imagine somewhere on the edge of Imperial space neighbouring a fortress world probably has bigger concerns.

Maybe this sector was considered so unimportant over the past millennia or so, that even the enemies of the Imperium felt there were more important places to be...and so, the subsector was able to develop into a quasi-decent place to live. And in contrast to the rest of the galaxy, this means several of its planets feel like paradise.
It is still 40k, so it's in general still pretty shit. But the common fucker on these worlds could make it to, say, their 40s without crippling issues and its considered not really remarkable.

An industrial agri world that greats exotic goods for the pleasure worlds and the imperial nobility mostly plants for medical and rejuvenate treatments

It has only a handful of cities which have many skilled surgeons and some small pleasure cults. Most of the planet's population are field workers or live in adjoining factoria

It's arid equatorial regions are deserts can't support agriculture and are instead populated by barbarian khanaganates. They had once formed great armies that sacked cities and put entire populations to the sword in the name of a blood cult but they were shattered as a people with the help of an Imperial Guard regiment long ago and now only bother the settled regions with small slave raids.

The planetary PDF are small for a world of this size but enhanced by biochemical treatments and bionic enhancement.

The scattered blood priests and small pleasure cults are able to gather strength without being wiped out but if the wider legions of chaos were to intervene the world is ripe to burn.

It could be that while the atmosphere itself is poisonous for people to breathe outside the domes, it could provide the look of the Aurora Borealis on steroids so it provides an incredible light show. The usual contraband is psychadelics able to enhance that even further.

With the subsector being very close to the Great Rift...this may be posing some problems for the near future since it may be a bit hard to tell the difference between the normal light show of the planet and where warpshit may be starting to form.
