It's because no one uses them despite them being fairly straightforward to use. Most players want "complexity" in their characters, which is why tieflings, which have built in "complexity", are extremely popular.

Devas are angels that rejected immortality and their celestial bodies to become mortals and live among mortals. Thats fucking cool, they look cool, and have interesting lore and mechanics. It also helps that deva is far easier to spell than aasimar. And while Deva are cool, and helped Paizo create the samsaran race, they arent really a replacement for aasimar.So WotC goes back to including them but in the most half ass bullshit 5e way they can because the devs are shit hacks. Aasimar as presented in the books are always planar touched humans, and their description in 5e paints them as a rather boring normal human with angelic wings. They also get a shitty guardian angel to guide them. This is entirely dogshit design and rather boring.They try to spice it up by making them pseudo-guardinals, the ardlings, but it doesn't pan out and they drop that idea.Now they are still boring shit in '24, but at least they are more varied.The problem is that their description is boring, their mechanics are shit, their writeup paints them as not even being truly celestial until 3rd fucking level. WTF?Meanwhile, Paizo made them open to all races, so you can have aasimar dwarves, orcs, elves, ratfolk, and others. Their looks are varied and interesting depending on celestial heritage, allowing a much wider appearance range that works to ignite the imagination, and their mechanics are simply better and more interesting.And now you can also mix and match with fiend and other planar traits with the nephilim heritage.Basically, WotC doesn't know what to do with them. So the race suffers.

I don't think it's that, mechanically or lore-wise, aasimar are that boring. There is still a niche for goody-two-shoes races within fantasy and grants interesting roleplay opportunities. I juxtapose the aasimar to the equivalent of it in fantasy's plague: World of Warcraft.In WoW, draenei have a much more in-human appearance and that's part of why they tend to be liked. They have a unique aesthetic that even influenced 4e and 5e tieflings with their abnormally colored skin and their cloven hoofs. They're their own race, unlike aasimar which are basically just humans but better than you in every way.

Also the more saintly attitude of Aasimar is what makes them unpopular, and the reason why the fallen Variant is the most popular one.

Likely a big part of that Aasimar don't really have a strong identity beyond "pretty human with divine powers (sometimes with wings)", which overlaps with elves and the cleric and paladin class. I suspect a lot of people who would play Aasimar characters just end up playing a human paladin or cleric (if they want to play a "righteous champion of good" type character) or an elf (if they want to play a "human but better" character). Tieflings have a more defined niche and stronger visual identity (even back when they had random traits, most art gave them some combination of horns, tail, and cloven hooves).WotC has tried to replace the Aasimar with something that has a stronger identity, but so far none of it has stuck.
