It's common sense that you don't want to feel fear and hatred in your everyday life so you keep your power subdued and steady but when a federal agent pulls a gun on you with an intent to kill, it's time to entropy blast him into oblivion or you die. You also have to remember that our narrator is unreliable (and retarded) so all those various murders he describes previous users dying from could be because they were emotionally-unstable n-words (and self-murder could be because a person hated themselves or something). Plus he sucks at statistics and doesn't understand that 6 people is not a significant sample for making conclusions he did. To add to that, the four emotional powers seem loosely based on humoral theory: sanguine - green, choleric - red, melancholic - blue, phlegmatic -... And that's the problem, phlegmatic temperament doesn't have "fear and hatred" connected to it in classical humorism so perhaps the four retards died because the retard who gives out powers misinterpreted the power's main emotions so some, preferably mild, testing is necessary to determine if being apathetic would empower it more than hating something.
