Assuming that you're curious on getting one, Ultramen you'll be able to find some in stock right now. Bandai likes to overproduce them or reissue them a lot so they're easy to get. Kamen Rider's aren't so easy to get ironically enough, right now you can get Gavv who is the current Rider of the season but he's a bog standard release, just him and a few hands but at least he's relatively cheap. If you want something with a little more bite there's SS Gaim and SS Baron also up for preorder. Both are on the higher end due to being Shinkocchou Seihou's and you'd want both as they share a gimmick (and eventually others in the Gaim line) of being able to swap armors between each other. And if you're a /k/fag like me I can guarantee you Gaim at least has the hands to hold an M4A1 comfortably. Since the majority of Kamen Rider's are P-Bandai you'll find them in the AmiAmi preowned section and Mandarake as >>11169982 mentioned.

But almost all Ultramen and Kamen Rider uses weapons so Tokusatsu for the most part guarantees you a pair of grabby hands. Kamen Rider goes one step further with a few actually coming with a pair of trigger hands because one of the franchise's priority is to sell DX roleplay toys and the weapon toys usually have a trigger button to make sounds that is reflected in the shows.
