Doesn't matter. The Starfleet move in that situation is to settle on a planet, or with another warp-capable race until you can get yourself back on your feet again, repair your ship, and continue back under your own power.
To willfully genocide an alien species as fuel is so comically evil that I genuinely think it should be beyond a 24th century evolved human.

It was a dumb story.
Also, it subverts Starfleet and the Federation and Roddenberry principles in a single episode more than DS9 did in its entire run.

It's not the same as all. Section 31 is not part of the Federation and even if a few rogue "badmirals" collaborate with them, that's a situation with the whole Alpha Quadrant on the line and isn't anywhere near the same situation.

Well, he's not the only thing wrong with the episode.

Janeway also becomes peak Insaneway in this episode when she threatens to turn the aliens loose on the black guy in the interrogation and let them torture and probably kill him but Chakotay stops her and makes her call it off.
It's just a shitty episode that tries to be too edgy all around. I wouldn't be surprised if Bryan Fuller had a big hand in it.

I just rewatched Encounter at Farpoint for the first time since becoming a Trekkie. You are all insane for calling it a bad episode or series premiere. The feature did a great job at setting the stage for the rest of the show. It looks and sounds great for a 40 year old production. The script was a little messy and unfocused. New viewers were bombarded with worldbuilding and character introductions. I don't see how they could have handled it better since TNG had to both be a sequel and a new entry point. I love how it ends with Picard telling both his crew and the audience to get used to big high stakes adventures. If only the rest of the season could retain the episode's momentum.
