vulkan is probably as strong as they say, with him holding back during sparring with his brothers.

You also have to take the other Primarch's opinions of each other into account, plus they could just be talking best fighters in general without considering they would fight each other. For example, if a Khorne demon appeared who would feel more confident in winning: Konrad or Angron?
Angron is a very brutal and dangerous fighter, but as was already said he's single-minded. So Guilliman could defeat him in theory. Russ fights a bit like Angron but puts more thought inti how he fights.
From a pure strategy standpoint I would agree that Sanguinius could be the best fighter.
