Cause they spend too long in development, mainly. This alone drives costs through the roof. Consider that even a short AAA dev cycle is expensive because of how many people are involved in it, and now those dev cycles are lasting the better part of a decade.

As for why the hero shooters fail, it's not a market with a lot of room for growth, anymore. The big players have been entrenched for nearly a decade, they've already attracted everyone who is willing to play this type of game, so trying to break into their market means stealing players from one (or more) of the games that already rule the space. So it's basically impossible to do, unless you have a truly innovative game that offers experiences to players they can't get with any other title, and has enough rewards that players feel enticed to spend more time on your game than the one they've spent years playing.

Everyone just naively assumes they'll be able to get millions of players who will just conveniently stop playing the live service shooting game they've invested money and time into and switch to their game. They literally take this as a given, they don't believe they have to work for their audience.

And this is why they fail.

One company I worked for avoided this culture by having quarterly "town hall" meetings where the entire staff was invited to meet with management and raise issues. A couple things wrong with this.

2) 160 employees =/= 160 developers. A staff that small, maybe 120 at most are developers. Possibly less, depending on how big the other divisions of Firewalk are (legal, accounting, marketing, etc).

3) Not all developers are programmers and don't command the same high salary. Artists and musicians are part of the "game dev" teams, but they're not getting paid software dev salaries.

4) Firewalk is based out of Bellevue, Washington, one of the most expensive areas outside of Silicon Valley / the Bay Area in California. Senior developer salaries in Bellevue can get as high as $400,000/y. We also have word that Firewalk's devs were some of the highest paid in Sony's stable of studios, so you can bet their salaries are toward the upper end of that Bellevue scale.

Firing =/= laying off. It's an important distinction in job interviews, when you get asked "and why are no longer working for [company name]?" Evolve was kinda like a mutiple times-failure. They launched it, failed then shutdown. Then they gave it another shot, reopened it for a short time only to meet the same result. Evolve's mistake was that, both the playerbase and the devs themselves thought Left 4 Dead was a good game so Evolve will be a good game. The main person who should be fired is the leadership. The studio lead, the director of Concord, maybe a few other people with high-level say-so on the project. The rest of the staff could be laid off, as their only real sin was "following orders", and while that's not exactly the same thing as being innocent, it's not the Nuremburg trials, and simply losing their job and being forced to put "Concord, Firewalk studios" on their resume for the last several years of work history is punishment enough for them.

I don't remember how much time Concord took to develop, but I think I heard somewhere around 7 years (or was it Hyenas, I don't remember). Flash back to Year 1 of development, or 2017, Overwatch's just a year old and "on top of its game".
I think Concord, Hyenas, and possibly Fairgame$ ought to be a wake up call to all marketing teams that the time it takes to develop a game is hardly fit for trend chasing. It's kind of just silly to tell people to just let the dev team make a good game, and with the wrong parameters it obviously won't be sufficient to generate enough revenue for the suits to be happy, but still.
They unfortunately can't just stick to making games that cost peanuts, appeal to a demographic, sell a million or a couple, and be done with it. They always want to go deeper.
Other companies are so poorly managed from the inside that "healing" is impossible. If you think pettiness and whimsically foolish financial ever stops once you're dealing with enough money, you are sorely mistaken. In a completely different subject, i've learned from coworkers that 300K were spent in an internship program for a farming goods formation. The problem? The internship requires a proof that you are handicapped. Any market study would have rejected such a hard work for half broken, half lazy people. But the director's son thought it'd be nice, so the money was spent and unsurprisingly, very few people answered the call or made it past a few weeks of formation.

Even if you take the shitty character design out it does not look like it cost that much. Where did the money go is an excellent fucking question because it doesn't look like it went to the game. Alan Wake 2 cost 50 million and it looks better than Concord, not just design wise but overall it looks really good, where did the 400 million go, I want to know because it looks a few steps above a fucking phone game.
