There's this concept called "Rules of Engagement" where military and law enforcement gives a set of standards that dictate how much force you're allowed to use in the absence of orders. I can't shoot somebody in the face because he said mean words but if he starts shooting at me then I'm allowed to protect my own life. This is because people aren't automatons, they're allowed to protect themselves. Even if Adam says he doesn't want Samus to use her equipment, that doesn't mean Samus needs to let herself be shot in the face. But Samus is fucking stupid in this game. She's doing all of this because she thinks Adam is mad at her for leaving the Feds and wants his respect back. Which is a fucking stupid motivation, Samus is WAY to experienced for this nonsense to fly. And Adam is an idiot too because he has a direct feed to Samus's position yet took forever to amend authorized equipment. And I'd like to point out: the entire stupid story is like this.
