I know this is b8, but thinking that Fallout 3's plot requires reading comprehension is such a fucking joke given that the whole purpose of the game is that the area is dehydrating to death.
Of course, not a single person ingame dies from said lack of water, nobody appears to be ill or decrepit, and the only people who claim to need water not only never try bettering themselves, but they demand an unlimited supply with no apparent recovery. Meaning they're just fucking scam artists not actual beggars.
