Pathfinder Wrath of the Righteous. The most comprehensive Lich experience in games. The Necromancer's Tale isn't bad either if you can overlook it's indie-ness.

there is not a single game that makes this right

I love necromancers.

Necromancer is antithetical to a class based rpg/action rpg. It needs it's own game because it not going to play like any other class if implemented properly. Necromancers should literally have an army of skeletons. You start small, killing low level enemies and grow your forces into a battalion, absorbing the people you kill into your army. Eventually you should be fighting entire cities/armies, that kind of thing. Should be play like an rts where you control a powerful commander, kinda like the old battlezone games, sacrifice or brutal legend. I know in Diablo 2 you can get a decent army of like 15-20 skellies and a golem at high level in good gear but that's still just scratching the surface.
