Humanity was created by him and he wanted the dominants to reunite with his godhood, and I think that alone that he created them gives him power to do what he wills. Clive just continued the human meme of suffering instead of putting an end to it. Clive took Ultima's place as the new god although that might go over some heads. He became Ultima bur never ended the cycle of human suffering and the mysteriousness of death, leaving the truth buried in a tome written by Joshua
