By the time PD was released there was a mass turn over in staff and the owners were checked out trying to sell off the company. By the time Xbox bought Rare they weren't worth what Microsoft paid for them. All they bought was a bunch of green devs and the IP of Perfect Dark, Battle Toads and Banjo. The didn't even get Captain Skyhawk.
