Capture Hoover Dam and New Vegas. 2. New Vegas becomes his new Rome: not a city of entertainment, but a proper capital city of thousands and a metropolis. 3. Legion continues westward and defeats the NCR. 4. Legion and NCR merge - Legion becomes the standing army and retains the NCR infrastructure and bureaucracy. 5. Exact leadership is vague - possibly still an Emperor. No word on a Senate. The Legion wouldn't be sitting around the ruins of the NCR, most of the NCR and its citizens wouldn't even notice the change in upper management, and the Legion Army would likely continue to expand across the wastes fighting tribals.

>>727667308Before reaching the mojave, the legion had already been capturing ncr territory in west arizona and pushed them back to this point. Without the mojave contest, they can just continue the same strategy as before and progress. It will probably only get very hard as they approach the capital, but most of everything else is likely free, after getting through the mojave.
