He is legitimately annoying and jarring when he initially shows up, and is completely out of tone with the entire rest of the franchise, and not just because he talks, but because of what he says. During that segment, he IS annoying, talks too much, and says dumb shit.

That segment accounts for the first maybe 10% of the game, after that he only talks rarely unless you specifically try to talk to him and the mood of the game is pretty spot on. The segment right after him (Volt Forge) has a fantastic mood.
