My vision would be perfect blocks for shields, Dark Souls style parries with bucklers, and sekiro parries for people who are running katana, greatswords, longswords etc. without a shield in their offhand.
But to answer your question about the differences between the two: Dragon's Dogma perfect blocks are built around perfectly timing your shield blocks to "counter" your opponent's blows and push them back. It doesn't knock them over, but it staggers them back like a mini shield bash. Consecutive shield blocks in rapid succession lower the enemy's poise enough that they become unsteady enough to knock down with a followup melee attack. If your shield is weak or too low qualitywise, then instead of your perfect blocks pushing the enemy back, you are instead pushed back (granted you take no damage). It's still worth perfect blocking in these scenarios because a perfect block will let you block a normally unblockable melee attack with your weaker shields.
Sekiro's parries are fairly similar, but far more punishing. Consecutive parries aren't going to knock the enemy down, and it takes far more consecutive parries to set an enemy up for a critical strike. But once you do get that critical strike, you can generally instakill trash enemies and grievously injure bosses.
In a game that had both Perfect Blocks and Sekiro parries, I would envision the perfect blocks as the "safe", high level defensive option for tank and knight style characters. While the Sekiro parries would be high risk, high reward

The fights aren't hard but I wouldn't say they aren't good (Bed of Chaos is obviously horrendous). There's a middle ground to be had and for all people talk about DaS3 bosses they really aren't that good until you get to the very end of the game and into the DLC's. I don't think you have to do much more to DaS1 & 3's bosses to take them to a nice difficulty level that don't require tons of time over engineering. These bosses could then be placed in a world much better designed than those following 1.

Nah, the animation cancelling is cool, and so is the knockdown system.
For example you can bait a orge into hurting themself by climbing on their back. The orge will try to crush you by slamming it's back on the ground, but if you leap off at the last second, the orge will hurt itself instead.
Alternatively, you could run up to a standing orge and leap onto one of their legs while they're stomping around. If one of their legs is in the air when you do this, they'll become unsteady, and enough followup attacks will knock them to the ground.
Each enemy has multiple ways to take them down. A flying dragon can have their tail struck, which will instantly bring them down and leave them on the ground withering in pain. A fighter standing face to face with a Dragon can punish them with perfect blocks and hindsight slash until they're poise broken, and then follow up with a Dragon's Maw or Antler toss to knock them straight to the ground.
Enemies also have multiple unique reactions to the various moves you throw a them. For example, a fighter that uses a heavy attack or guard break on an orge with their guard up, will send the orge staggering backwards. Consecutive perfect blocks followed up with a even a light attack can knock a chimera to the ground.
Beyond that, enemies also have a variety of elemental and physical weaknesses. Saurian for example can be frozen solid, lit a flame and then set running, or you can chop their tails off, which will leave them rolling around on the ground in pain.
There's a lot from Dragon's Dogma that the gaming industry could learn from.

Exploiting elemental and physical weaknesses will help you break the damage thresholds. If you still can't break them, then there are items you can stack 4x times to exponentially (Conqueror's / Demon's Periapt) increase your stats enough to easily tear through any enemy in the game.
