You find a redacted document that indicates that Benny (sabbat), Ysabella (sabbat), and Tolly (?) signed some kind of secret agreement.When you first suggest that the city has been infiltrated by the sabbat, he is quick to shoot you down. He's hiding something. Whatever caused both Benny and Ysabella to go fruit loops he knows about it. The secret agreement has to be involved.I think Tolly is sabbat, but not a complete fuckwit like the other members of the conspiracy. I think he's the one that tipped the anarchs off about the box being transported. Towards the end of the game he is pretty open about the fact he's been masterminding a lot of the anarch stuff, despite being the camarilla's head of security.
