With a morally good Courier they find themselves freed up of most of their major issues and even have peace treaties or new alliances with multiple enemy groups. Without one they might collapse if their issues persist for another generation or two.House could work if he had the muscle to enforce his autistic Ancap ideals abroad and a good lieutenant to handle the details but he's such a bad people person that he's constantly being betrayed and he doesn't have a nuanced view of the people he ropes into his Las Vegas LARP session.Legion is nonsenscial. There were a lot of historical cues they could have taken to explain it's appearance and structure but instead of every single aspect of it is just "Caesar Say So". It feels like an extremely inorganic narrative development compared to NCR or House.
