They can sort out the rest. The whole point of NV is no matter on paper what sounds best for the Mojave isn't in practice. Sure legion has safety but also gay rape. NCR has moderate safety but oops! war crimes and taking bribes from brahmin barons

the Mojave is initially secured, but eventually the NCR re-invade and retake it at high cost. the courier fucks off and the NCR is weakened enough for the Brotherhood or some other faction to cripple them. basically the Bethesda/show canon.

NCR was already working. It was effectively a modern society just going through growing pains. It's not at all in the same league as the other options. With a morally good Courier they find themselves freed up of most of their major issues and even have peace treaties or new alliances with multiple enemy groups. Without one they might collapse if their issues persist for another generation or two.

House could work if he had the muscle to enforce his autistic Ancap ideals abroad and a good lieutenant to handle the details but he's such a bad people person that he's constantly being betrayed and he doesn't have a nuanced view of the people he ropes into his Las Vegas LARP session.

Legion is nonsenscial. There were a lot of historical cues they could have taken to explain it's appearance and structure but instead of every single aspect of it is just "Caesar Say So". It feels like an extremely inorganic narrative development compared to NCR or House.

NCR obviously. Even House's plan hinges on the continued existence of NCR. And the Legion's plan was to simply usurp the NCR's institutions.
NCR has decades of history on its back, it's a fully functioning state.
