>the game automates the creation of the road at that granular level but I have to deal with union strikes, logistical issues with materials arriving, city council corruption and pro/anti development factions, citizen protests.
Basically as much as is feasible and fun I should be performing the actions of the Mayor and dealing with shit that comes up from the position of that office and not suddenly I have to put on my overalls and bring my mop when a toilet floods.

second option, but only in fps or tps. I liked death stranding for that. Also loved satisfactory, and currently loving obenseuer, even tho it's still not what I described. I like when games feel like work but satisfying
