That's how they make money.Appealing character design is heavily about what is attractive.What is attractive varies between male and female.As a result, if a game appeals to one side, it generally doesn't also appeal to the other side. This inevitably results in a games audience leaning to one side more.You CAN create a balance and some games do have appealing designs for both sides (Arknights, Fate/Grand Order) but they're the exceptions to the general trend described above. In FGOs case it has like 500 playable units, so they have plenty of space in the "roster" to appeal to both, and then you have characters like, say, Charlemagne or Edmond Dantes who are attractive to women but still potentially cool to men.

How are people even still invested in Hoyo games anyway? You're playing a really long and drawn out visual novel with needless amounts of lore that amount to absolutely nothing. The combat in these games is an afterthought which is funny considering the game design and monetization surrounding RNG character/equipment designs. What could even be the satisfying conclusion of something like Genshin? A normal RPG would have had their entire story developed already with better pacing, and everything you would do in that game would actually value your effort and time spent. A typical visual novel would at least give you satisfying epic lengths of autistic story and lore. 80% of Genshin or ZZZ could be removed and it still wouldn't be enough to actually salvage those experiences.
