For a sandbox game, it's not very... sandboxy. What is even the point of an open world when it's just events you could pick at a normal menu screen and you don't even need to earn the cars, game will happily throw them to you, 0 sense of progress or need of foresight.
its a driving game, pick out the car you want and drive it. if you want to drive 90s shitboxes then drive those. if you want an actual driving sandbox that's what beam is for.
