Maybe it depended on the CPU and motherboard?

My first x86 PC was running on a 100mhz 486 dx, it had a turbo button, when on it operated like a normal computer, when off it was more like the system was paused and did literally nothing until I hit the power button and turned the PC off. I used this to jack off to the Duke 3d strippers loads of times (press the turbo button to freeze up my system while the tits were out)
