Not even close. In fact, people who don't play games often do a far better job making them than any gamer ever could. Studying games and systems requires completely different skills and actual discipline and work ethic. This is far more beyond than organizing a guild raid or coming up with a shitty PoE build.

It's also worth mentioning that natural analytics work well as game developers regardless of whether or not they are "into" games or not.
The kinds of people who are detail obsessed to a detriment are the best developers, provided that they don't have an ego and allow themselves to be managed by competent wranglers who pull in the reins from necessary.
It's a rare combo but I can think of a few people I've worked with who fulfill this criteria.
Most devs who I have worked with are henpecked and never deliberate properly, they are so vague and passive and contribute nothing.
There are also those at the other end of the spectrum, who are trying way too hard, clearly wanting to make something artistic or that fills their own very personal niche, before a fun game.

By the way, meant to add this, my vague credentials are, I work in graphics software, usually for simulation software (not game simulations, think more along the lines of corporate demonstrations, film reels, etc, boring shit)
Don't get to talk to many AAA devs but we have had one contract with a publisher who in turn get us to help with mid size games they are pushing for a release within the next two years (fast turnaround jobs).
So I have met quite a lot of industry people and like to think I have a good gauge of character.
