if we're talking in terms of design, Dead Space if necromorphs count.
If we're talking in terms of fighting against them I would say Killing Floor 2

shamblers: RE2 remake easy, one of the strongest feelings I had was "holy shit these slow zombies are scary as fuck"

runners: i actually don't really think many games have really NAILED the feeling of "holy shit there's a pissed off human virus cell full sprinting right at you." L4D2's a classic for a reason but i'd like to see more games where one runner feels like a serious threat
