Depends on OS, resolution, game and graphics card. There are tons of games that run fine on 4GB. You can also get away with less VRAM on Linux using AMD.

It depends what resolution your are going to be playing at. At 1080p then about 4-8GB should be enough. 4K you will need more like 16-24GB (the more the better). Your screen dictates how powerful the rest of your computer needs to be to run it.

Depends. Do you want to turn all the effects on, including meme tracing? If yes then it's 12gb for 1080p to be comfortable, 16gb for 1440p, more for 4K. You can reduce that by using upscaling like DLSS/FSR in performance modes but it'll look like shit.
