For example, some scale hard off of having instant reload, which requires multiple characters to do. Scarlet BS gets a massive buff if paired with Alice's charge speed. There are tier lists but they're assuming you're going to use the character with the ones that buff them the most. This game has very complicated mechanics and interactions that can't be modeled accurately by a spreadsheet ape like most gacha games can, so that's why what you want doesn't exist. That's why the the best players can do is brute force test them. I can say this with some authority because I've been working on and off of a tool for to accurately simulate battles and its very hard to get everything right, and even when you do, the run time to simulate every combination of characters literally takes days and that's just for 1 element.
