CS's side quests and filler were literally just talking about the plot or Case of the Week, you cut them out you lose literally nothing character wise since the bulk of development happens during the main story itself that you have to get through the pointless filler to reach, this applies to the side characters like Fei and the Police Duo. I do agree that TS' character writing was weaker than CS's but pretending the filler in CS served a purpose makes no sense when you ignore the plot entirely during said filler.
