You have multiple items to get him out of the water as well. Frogs you can use at the start of the hunt before he's spotted you or when he leaves and comes back before he's seen you. Sonic bombs you can throw at him while he's swimming. If you're quick you can place large barrel bombs in front of him before he does his water beam while he's in the water and it'll damage him as well as knock him out of the water. Don't stand near the water's edge unless you're bombing him because he's more likely to jump out if you stand near the spot he lands when he gets out of the water. Is he doing the tail spin? is he shooting his water beam? then it's safe between his legs. If not be prepared to block, iframe, or just walk out of there. The hipcheck only lasts a second so once he finishes get back between those legs. Stop being a pussy
