The OG Air Ride has 8 alternate colors for each character. As it stands, the biggest number of colors belongs to Kirby, at 6. All 6 contain the original colors SAVE for Brown. If we conclude that Brown is an unlockable due to this then that leaves one extra slot for one extra, never-before seen color.

As for the Air Ride machines, I think it might have been a conscious and reasonable choice: the mounts found in Kirby games are unique and have had their own adventures. Yet in Air Riders, (You) are supposed to grab one of the "blanks", bring it to life out of joy of racing, and make it your very own "My Machine". If you take e.g. the Star Shooter, you can't make it anything other than the clockwork-destroying chariot given a paintjob. Making a random Air Ride machine such as Bulk Star sorta resemble the Star Shooter within limited means, however, is a deeply personal decision that communicates a player's fondness of classic Kirby. I cannot know whether Sakurai's decision-making had followed this line of thinking, but I got the impression that it might have been the case.
