He provided no proof for this fact.3 - He pushed the narrative that the three factions (rebranded "Cathay" by him) and the two extra Lords (added by his imagination) would bring an "overabundance of Cathay" with 5 Legendary Lords. Take the council seat that gives you some armaments early, that plus your main settlement landmark is plenty of armaments to keep you ticking over until the mid game.
