Probably not worth to level both at the same time now they raised the level cap to 15 so I would focus on resilience first until it's maxed out and by that time you'll have a bastion level 7 from just doing solo raids. Not a lot of nikkes use bastion over resilience anyway and it's fine with resilience on them, worst case you just have to roll a bit more ammo and you can mald the reloads if you really want to squeeze damage on some nikkes
