Combine that with some buffs to the shittiest of them and you have an acceptable game state.As for keeping Chaos interesting? You do that by adding more content to it. The number of events in a given Chaos is so small that you can play it twice and see pretty much all there is to see. They need to, at minimum, triple the amount of events in Chaos. Enemy variety should also be increased; there are way too few distinct enemies. The reality is that people who are just playing Chaos for save data are going to quit when they get what they want. There is no changing that. Make it easier or harder and the result will remain the same. Rather, it's better to focus on making Chaos enjoyable to play as a game mode in and of itself. When people find something they enjoy, they stick with it. Fun is the only reward that a game needs to provide to keep you coming back to it.
