Recoilless Launcher is perfectly fine one-shotting anything smaller than a Bile Titan or Factory Strider, and it is even fine one-shotting these threats to small weakpoints as it could also one-shot anything in HD1 even without the final upgrade that just makes it wildly easier to get meaty hits rather than glancing ones.The biggest issue with it is the reload speed. Because of the multistage reload, you can pretty much spam the fuck out of it with little consequence to positioning or mobility. In HD1, the full 5 second reload cannot be interrupted at all and forces it to be a team reload weapon with much better mechanics on how to use it to its full extent. Because of HD1 mechanics on how the camera works, some fuck spending 5 seconds reloading his gun severely slows down the squad's maneuver capabilities and affects survivability the higher the difficulty is.The spear should definitely one-shot things more reliably than the RR. It's a top-attack ATGM with way less ammo than the RR. The scanner on it also prevents it entirely from being used other than for AT and anti-structure purposes and the tracking is not 100% reliable either and gets fucked by environmental factors.
