Sure for a game mechanic perspective I implies the need for an evolutionary stone but I always figured that was more of shortcut. An eevee raised near the water and being familiarize with the environment from a young age will probably cause it to quickly evolve into a vaporeon. Since vaporeon itself is amphibious they probably ease their young into the water slowly before the pup eventually starts developing gins and gills.
