In the classic sense, not the pokémon metamorphosis sense, yes (given its 'Dex entries never once mentioned the word "evolution" but "transformation"). That its alt 'Dex entry similarly makes reference to the creation of diamonds by compressing carbon, it's crystal (or should that be Brilliantly???) clear it's referencing how diamonds form in real life.
