The placement of Feebas in that river in RSE is reshuffled every time the trendy phrase in Dewford Town is changed. I read on a website that if you changed the phrase once, it would place Feebas on an easy to find tile, go to the southwest most tile of shore and surf up one tile to access it. Ruby and Sapphire's RNG actaully was borked, as it always pulled the same sequence of numbers starting whenever the game was turned on, so it makes sense that Feebas placement could be predicted without much issue.
