So far on the PTS, Tink is pretty good and not oppressive at all, she has a lot of versatility, she can use almost every attack item and all of the tank items.

You can do all kinds of fun builds on her and the funny thing is they'll actually work like you'll think building attack speed items will be bad for her as she gains boosts like Psyduck so she won't benefit from them, but nope they actually help her farm and duel, and MS items like Charging Charm synergizes very well with Thief while adding more burst on her passive and the initial damage from Thief.

TL;DR: She has good gameplay and fun builds.

It's weird, for as much of an all rounder meta it is I'm often forced to pick the role as everyone on my team avoids them.

I have seen the same fuck ass player in 10 different matches and every time they fail to contribute anything, have never shown up to an objective, always jungle but end up the lowest level on the team and haven't gotten a KO across all games.

Psyduck is fun when you get to play him. He doesn't carry games himself like un-nerf Mr.mime and Sableye for support. Instead he is very strong team dependent wise. Similar to how people find other team disruptive mons annoying like Trev/Greedent/Good umbreon players, Wiggly sing or Delphox moving fire spin. Psyduck is like that but with Disable which is a range AOE attack so skill shots work great with him. Paired with Surf and swift swim Psyduck can escape any bad situation or 1v1.
Does he deserve all the hate and drafts Psyduck gets? No because the instant carry mons who can 1v5 before Psyduck dropped were all much worse like Zard/Pika buffs, Ceruledge/Armarouge, Darkrai, Immortal dot burn and revive Ho-oh, un-nerfed Falkins and Mimikyu/Leafeon(still busted even after their initial nerfs).
But since Psyduck is new and strong team fight wise he gets drafted. He really doesn't need a nerf besides a longer unite charge time and a longer cooldown for swift swim to reactivate.

I'm not sure this is enough. This seems to fixing the rating and climbing more than anything. Right now it seems as if this will make it harder to reach 1600 and slightly harder to reach 1400. But what does it matter if you're 1600 and half of your team is 1200 to 1400? Everyone will still climb up to master rank just as easy and have a slightly harder time staying above 1200.

Seems like the only way you'd not see super shit tier players would be to climb far above 1600, but even then that will be much more difficult unless you are stacking. So you'll still get trash teammates who stacked their way up the ladder.

It means that your own skill will determine if you can make it to 1600 for your stick or not.
If you are in 1400s then everyone will be around your skill lv. This means it's up to you to play better with teammates around your lv if you want to rank up or not.
The quality of matches will improve drastically when you have a team of 1400s fighting each other to make it into 1600s. The same if you 1600s going to 1800s.

The issue before wasn't just that you had bad players who should never made it to masters let alone 1600, but also that you often have multiple players on your team who are 100s of rating lower. Because of the new match making you will only be playing with people around your master rank. That is why the devs mentioned longer queuing up times for matches to start since the new match making will filter out for players 1600+ if your rank is 1600+ or players for 1400s to 1600s if your rank is in the 1400s
