Back in gen 2 when it had special Thunder Punch, and no natures or phys-special split meant mixed attackers had a point and also nearly everything has far more limited move pools than then yes, it’s movepool was good enough for to actually be good in Gen 2’s official meta. But from Gen 4 onewards it’s had one of the shallowest move pools in the games and basically spammed one move for over a decade, until gen 9 finally gave it a couple more special moves and by that point the game was such a powercrept shitshow where even Gen one darlings like Snorlax are getting fucked in the ass by creep

Gen V Pokemon are Gen I Pokemon redesigned

Eelektross line is based on Gyarados, both are serpentine sea creatures that levitate as if they were wind sock. The only difference is that they gave Eelektross a middle stage and made it different type.

Tynamo having abysmall movepool is a reference to Magikarp having the same.

This is only true for Gen 1 and 2 games. By the time gen 3 rolls around, even shitmons get more moves.
I'd argue that modern pokemon have far too many available moves. What's the point of having hundreds of pokemon?
Moves are less meaningful when everyone can learn it
It's like making classes in wow be able to do all of the things instead of retaining class identity
