Mass debilitate only matters in fights against multiple mobs, which any of your other party members can one shot as only weak shitters spawn in groups. Only mid bosses and strong mobs like Fafnir at the end are worth actually using debilitate on, but they spawn solo so it’s a waste of SP when you can just use the other equip that gives it.
