I swear they had two each with Lance having four, but I'm going through a run right now and not a single full restore has been used despite multiple occasions of their Pokémon being low health (in the red) and having statuses. I thought they always used their items when their Pokémon are in the red, I know this from experience and observation, yet for some reason this time they aren't.

Based on the code, it's just if they're either below 20%, or below 40% with a volatile status condition. No luck, no priority, just those simple conditions.
