GTA 2 has unique faction warfare, it's a great sandbox experience. GTA 1 is incredibly simple and straightforward, but the series got its roots there and you may like it. The link I gave you has the first game, and two expansions that were exclusive to consoles until fans ported it over, and it has fixes to run it on modern OS. It's a Dos game.
