I've had a few occasions where that happened to me (bought a psone and a ps2 for like 10 bucks with all accesories and cables).
The guy said the psone didn't work and when i got home i cleaned it and saw it wasnt reading discs so i calibrated the laser and it worked fine again.
The PS2 i think he said it didn't read discs but after I cleaned it (it was dirty as fuck) I tried a burned disc and it was working fine, even hacked it with fmcb.
Not retro but I bought a wii for 10 bucks and the guy had no idea if it worked, all he said is "i just want to get rid of it" and i got it, it was working fine except for no controllers, had to waste like $35 for component cables, a wiimote, a nunchuck and a classic controller.

no power? OP you're in luck. snes consoles blow their fuses a lot, and it's an easy fix. That black component that is soldered and hanging over air is the fuse, it's probably dead. The fuse is on console5 for $0.79 and it's a simple two point solder with giant pads and there's no directionality to worry about so you can't fuck it up.

It's not a guarantee that you're gonna fix it, but it's cheap as hell to try.

Does the power LED not come on? Or does the game just not boot?
If the former, it could be a bad solder joint on the power input jack, or has been said elsewhere, a bad fuse. Also, make sure you're using the correct AC adapter.
If the power LED comes on, it could be some other issues, the simplest of which is that the pins on the game cartridge and/or the pins in the cart slot in the console itself are dirty. To clean the cartridge, get some isopropyl alcohol and a q-tip, and clean the pins on the cart. For the cartridge slot, tear off a strip of paper, douse it in isopropyl, wrap it around the end of a credit card (or similar), and insert-remove it against all the pins in the cart slot.
Speaking from experience, some carts can get really fucking dirty, and one clean might not be enough, and sometimes even multiple passes with a qtip won't be enough. If this is the case, you can also use printer paper doused in isopropyl to clean the cart pins.

GGs are a crapshoot, it seems. My Japanese one has a poor quality LCD, with noticeable dark vertical streaks emanating from certain color areas (I see the same effect on my GameBoy Pocket, and to a much lesser degree ob my GB Light), while the US one has a better screen, with much less noticeable streaking. Unfortunately the better screen one has a PCB to LCD connection setup which is apparently prone to failure, though mine is still good.
